Heated Towel Rack

I have not cleaned for a long time, and now all levels have a lot of dust caked on them. I can hardly get a finger between the bars, so what is the best way to clean? In particular, the return?

cover a lightweight fabric in hot soapy water and try cleaning it with that. it could go further than your fingers.

For very difficult to clean surfaces that are not glass, aluminum, painted or varnished I use Mean Green Super Strength.
